The art here is to deal with and balance the whole range of political goals, scientific findings and practical challenges and conditions of implementation. The main goal is to help all those people dependent on transfer payments or who need social support by developing the appropriate offers and a social infrastructure.

In individual cases and upon specific examination people in distress can receive support in special situations in life. The city offers a wide range here, including emergency assistance with housing, debt counselling, the municipal women’s shelter, help for women and men in prostitution, telephone hotline advice for tenants and landlords.

Among the voluntary social benefits of the State Capital Stuttgart the Bonus Card and the Family Card deserve special mention.

To ensure that there is enough for a dignified life for everyone, the City of Stuttgart provides the residents with a wide range of social benefits. A basic distinction must be made between social benefits and voluntary benefits. Whereas the first are statutory, voluntary benefits are an additional support provided by the City of Stuttgart.
